This week's Pennsylvania Newsmakers features, Donna Cooper, one of the chief architects of the Rendell Administration's property tax recommendations, basic education reforms, and economic stimulus policies. As Director of Policy in the Administration and as a top policy advisor when Rendell was mayor of Philadelphia, Cooper lays out the rationale and the arguments for the agenda the Governor will present to the State legislature on March 25.
